Edo/Delta Customs Introduces New Framework For Cargo Examination

A new operational framework aimed at harmonising cargo examination procedures, reducing operational delays and improving trade facilitation has been introduced by the Edo/Delta Area Command of the Nigeria Customs Service (NCS).
The framework, contained in a Standard Operating Procedure (SOP) for Coordinated Cargo Examination and Trade Facilitation, was officially launched on Thursday, 29 October 2026, at the Command Headquarters in Warri, with relevant stakeholders and Customs officers in attendance.
Speaking at the launch, the Acting Customs Area Controller, Deputy Comptroller Dominic Ortsen, described the initiative as a deliberate effort to establish clear, consistent and coordinated procedures for cargo examination. He explained that its development followed operational assessments and engagements with officers and stakeholders across the Command to identify existing challenges and areas requiring improvement.
He stressed that effective Customs administration requires clearly defined procedures, effective coordination and accountability, rather than depending solely on the commitment of individual officers. “The SOP is designed to establish uniform procedures for cargo examination, strengthen compliance with Customs laws, safeguard government revenue, eliminate unnecessary duplication and delays, and facilitate legitimate trade,” he said.
Ortsen clarified that the document was not intended to create additional barriers for businesses or undermine the statutory responsibilities of participating agencies. Rather, it seeks to clarify institutional roles, improve coordination, ensure proper documentation of examination findings and provide a structured mechanism for resolving operational discrepancies.
He noted that the initiative aligns with the Comptroller-General of Customs’ cardinal principles of Consolidation, Collaboration and Innovation. He urged officers to familiarise themselves with the provisions of the document and ensure consistent implementation, while encouraging stakeholders to study the procedures and channel genuine concerns through appropriate platforms.
The Acting CAC further assured stakeholders that the Command would monitor implementation, periodically review operational performance and make necessary improvements in line with applicable laws and directives from Headquarters. He also solicited their continued cooperation in strengthening compliance, protecting national revenue and facilitating legitimate trade.
The initiative marks another step towards institutionalising best practices in cargo examination, deepening inter-agency cooperation and establishing a transparent, predictable and business-friendly trade environment within the Edo/Delta Area Command.
