Northern Governors, Traditional Rulers Back State Police, Regional Security Fund

The Northern States Governors’ Forum (NSGF) and the Northern Traditional Rulers’ Council (NTRC) have jointly issued a far-reaching communiqué following their meeting held on Monday, 1st December 2025, at the Council Chamber, Sir Kashim Ibrahim House, Kaduna.
The meeting, attended by all 19 Northern Governors and the Chairmen of the 19 Northern States Traditional Rulers’ Councils, deliberated extensively on matters affecting peace, security, and development in the region and the nation at large.
In the communiqué signed by the Chairman of the Northern States Governors’ Forum, Governor Muhammadu Inuwa Yahaya of Gombe State, the Forum outlined key resolutions as follows:

  1. Commitment to Unity and Regional Stability:
    The Forum commended the unwavering dedication of its members and Northern Royal Fathers to the unity, security, and development of the region. It stressed that cooperation, peer review, and collective action remain essential in confronting prevailing regional challenges.
  2. Condolences Over Recent Attacks:
    Deep condolences were extended to the governments and people of Kebbi, Kwara, Kogi, Niger, Sokoto, Jigawa, and Kano States following recent killings and abductions of schoolchildren and other citizens. Similar sympathy was expressed to victims of Boko Haram attacks in Borno and Yobe States.
  3. Commendation of Federal Government’s Efforts:
    The Forum applauded the Federal Government under President Bola Ahmed Tinubu, GCFR, for efforts leading to the release of some abducted children and for its response to ongoing security threats. It commended the sacrifices of security personnel and reaffirmed full support for decisive actions against insurgents.
  4. Strong Support for State Police:
    The Forum reiterated its firm commitment to the establishment of State Police and urged National and State Assembly members from the region to accelerate legislative processes to actualise this long-advocated security reform.
  5. Call for Mining Suspension and Sector Audit:
    Noting the link between illegal mining and regional insecurity, the Forum resolved to recommend that the President direct the Minister of Solid Minerals to suspend all mining activities for six months to allow a comprehensive sector audit. It also called for all mining licences to be revalidated within the same period in consultation with state governments.
  6. Creation of Regional Security Trust Fund:
    To strengthen collective security response, the Forum agreed to establish a Regional Security Trust Fund. The fund will be maintained through a monthly contribution of ₦1 billion from each state and local governments, to be deducted at source under an agreed framework.
  7. Future Meeting:
    The Forum resolved to reconvene at a later date to be communicated.
    The joint meeting underscored a renewed resolve by Northern leaders—both political and traditional—to confront insecurity, strengthen governance, and secure the region’s future.
