The Nigeria Civil Aviation Authority (NCAA) has hosted the fourth Technical Committee Training (TCT-04) meeting of the Banjul Accord Group Aviation Safety Oversight Organisation (BAGASOO), with member states focusing on measures to strengthen regional aviation safety oversight.
The five-day strategic meeting, held in Lagos from September 14 to 18, 2026, reviewed the proposed 2027 work programme and deliberated on key areas including legal safety management, training standards, aeromedical matters, navigation policy, aviation security, technical issues and on-the-job training.
The meeting also considered recommendations aimed at improving the capacity of aviation authorities across the BAGASOO member states and strengthening regional safety oversight.
Delivering his closing remarks, the Director General of Civil Aviation (DGCA), Capt. Chris Najomo, represented by the Regional Manager, NCAA Lagos Office, Barr. Olubukola Teriba, commended members of the Technical Committee for their contributions throughout the five-day meeting.
Najomo stressed that aviation safety is a shared responsibility, noting that competence remains one of its strongest foundations and must be entrusted to effective personnel responsible for both aviation operations and regulation.
He urged the leadership of BAGASOO to sustain its commitment to training, knowledge sharing and regional cooperation, saying these were critical to strengthening aviation safety oversight across member states.
The DGCA expressed optimism that the decisions, recommendations and outcomes of the meeting would translate into stronger institutions and safer aviation systems across the region.
Also speaking, the Vice-Chairperson of the Technical Committee, Ms. Elsa Fernandes of Cabo Verde, thanked participating member states for their contributions and outlined some of the key areas addressed during the meeting.
Fernandes noted that other important areas would be considered when the committee reconvenes next year.
She also appreciated Najomo and Teriba for the hospitality extended to members of the Technical Committee throughout the meeting.
Representatives of Sierra Leone, The Gambia, Nigeria and Cabo Verde participated physically, while Ghana joined the meeting virtually.
The Technical Committee Training (TCT) meeting is a specialised capacity-building programme organised by BAGASOO to enhance regional aviation safety oversight and promote cooperation among member states.
