NCDMB, Ministry, Immigration To Streamline Expatriate Permits In Oil, Gas Industry

The Nigerian Content Development and Monitoring Board (NCDMB), in collaboration with the Ministry of Interior (MOI) and the Nigerian Immigration Service (NIS), has inaugurated a tripartite committee aimed at strengthening regulatory compliance, streamlining operational processes and enhancing security within Nigeria’s oil and gas industry.
The inaugural meeting of the committee was chaired by the Director of Corporate Services at NCDMB, Alhaji Abdulmalik Halilu. Other members include OGA-Okwoche Paul, representing the Ministry of Interior, and DCI O.G. Oloruntoba, representing the Nigerian Immigration Service.
During the meeting, the committee adopted its Terms of Reference, which set out key strategic objectives to improve the management of expatriate participation in the sector. These include the development of a Digital Application Programming Interface (DAPI), harmonisation of procedures for the issuance of Temporary Work Permits and Expatriate Quotas, as well as the establishment of clear Key Performance Indicators (KPIs).
The measures, according to the committee, are designed to promote efficiency, transparency and accountability in regulatory processes, while reducing delays and bottlenecks associated with expatriate approvals in the oil and gas industry.
Members also underscored the importance of sustained stakeholder sensitisation and regular progress reporting to ensure effective collaboration among relevant agencies and maintain clear communication throughout the implementation of the committee’s mandate.
The initiative is seen as a significant step towards creating a more secure, compliant and streamlined operational environment, in line with Nigeria’s local content objectives and broader efforts to enhance efficiency and governance in the oil and gas sector.
