Senate Scraps Customs Board

The Senate chamber of Nigeria’s National Assembly on Wednesday scrapped the Governing Board of the Nigerian Customs Service (NCS), replacing it with the establishment of the Nigerian Customs Commission.

  The development follows a clause by clause consideration and eventual passage of a bill which repeals and re-enacts Nigerian Customs Service Management Act 2017.

The Governing Board which has at its helm of affairs Minister of Finance, Kemi Adeosun, oversees the activities of Customs.

 According to the Senate, when the law becomes operational, the Board would give way for the new commission to be established.

  Senator Hope Uzodinma explained on Wednesday that the Senate considered the busy schedule of the Minister of Finance to arrive at the decision to relieve her of the additional task of supervising the Customs.

The commission would be headed by a Chairman who shall be appointed by the President but subject to the confirmation of the Senate.

Also, the new law prescribes the use of pre-shipment and post-shipment inspection, adding that all ships and vessels coming into Nigeria must be thoroughly inspected from country of origin to the port of destination.

 The bill contains 16 Penal Clauses; one of which recommends varied punishments from dismissal to imprisonment for Customs officers who violate the provisions.
